In the fresh produce sector, time is your biggest enemy. A single missing document or a minor error in paperwork can lead to customs delays, temperature breaks, and ultimately spoiled cargo. Use this quick checklist to ensure your fruit and vegetable shipments clear EU borders without friction.
1. Document Readiness (The Foundation)
Before your container or truck reaches the EU border, double-check that the standard documentation is flawless and 100% consistent across all papers:
☐ Commercial Invoice & Packing List: Ensure quantities, net/gross weight, and HS codes match perfectly.
☐ Bill of Lading (B/L) / Air Waybill (AWB): Verified and released on time.
☐ Certificate of Origin (COO): Required for preferential tariff treatments (e.g., EUR.1 or GSP), reducing your import duties.
2. Sanitary & Phytosanitary (SPS) Compliance
Fresh produce is subject to strict EU plant health regulations to prevent the introduction of pests.
☐ Phytosanitary Certificate: Issued by the exporting country's national plant protection organization (NPPO).
☐ CHED-PP (Common Health Entry Document): Pre-lodged in the EU’s TRACES (Trade Control and Expert System) at least 24 hours prior to arrival.
☐ MRL Compliance: Ensure the shipment complies with EU Maximum Residue Limits (MRLs) for pesticides.
3. Pre-Clearance & Port Logistics
Do not wait for the vessel to berth or the truck to arrive at the border terminal to start the customs process.
☐ Pre-lodgement / Pre-clearance: Initiate the customs declaration while the cargo is still in transit to secure immediate release upon arrival.
☐ Port-Base / Port Community System (PCS) Notification: Ensure the container is correctly linked in systems like Portbase (Rotterdam), NxtPort (Antwerp), or equivalent Spanish port systems.
☐ Inspection Slot Pre-booking: If a physical or phytosanitary inspection is flagged, have your broker pre-book the priority slot at the Border Control Post (BCP) immediately.
4. Cold Chain & Contingency Management
Customs compliance and logistics go hand in hand. If a delay does happen, a backup plan must be active.
☐ Reefer Setpoints: Ensure the temperature and ventilation settings are correctly maintained.
☐ Fiscal Representation: Ensure your customs broker has Fiscal Representation set up so you don't have to advance EU VAT at the moment of import.
☐ Emergency Cross-Docking: We can be your (back-up) cold-store partner near the port of entry in case an intensive physical inspection requires devanning.
